Windows 32 or 64 bit?

I have a non booting W7 system to fix. How do I figure out if it is 32 bit or 64 bit from just looking at the file system? Can that be done?

If there's two Program Files folders. If one's Program Files and the other is Program Files(x86), you have 64-bit installed.
