In general it means nothing. A power supply is still active even when the PC is turned off as long as the PSU is not turned off. There is some standby power for activating the PC, wake on lan, in some cases you can charge your phone via USB with the PC off. How much you can do is motherboard dependent.

I assume this has to do with the troubleshooting you are doing in another thread? :)

I would follow the advice there and check with another GPU. If you wish to check for other reasons thats not mentioned in that thread and that is less common, these things can cause your issue:

  • Some motherboards don´t want to power on if they don´t sense RPM on CPU fan header. Check if it does.
  • In rare cases, mATX standoffs are left in case when switching to ATX in PC case. This can cause shorts.
  • Disconnect hard drives when troubleshooting. It looks like you didnt do that.
  • If your motherboard doesnt have a display that shows error codes, you can connect a speaker to the motherboard (same place as you put the power on, power sw and so on, there are also pins for the old beep codes if you can get a hold of a mb speaker or make one).
