Would a dual core T7200 @ 2.0 GHz and 4GB RAM be enough to watch Netflix in HD without any stuttering?
 
Hulk,

You will need a gpu as the chip does not come with onborad graphics. Thus with that chip and a low cost gpu is more than enough to stream netflix.
 
That's an ancient chip. Core 2 Duo. 65nm. Released 2006. Things have changed since 2006 in terms of hardware acceleration.
 
Yes for sure it should be enough, you said HD afterall and that starts at 720p which this will be fine for. Now if you are actually refering to 4k then no way it will handle that.

My old Dell Vostro, with an upgrade to a T9300 @ 2.50GH and 8GB Ram could not handle Netflix at 1080p. Granted , it had a nVidia 7400 but even with hardware acceleration off, it would buffer and stall a lot.

I was able to do some 720p but even then it was a struggle. If you drop the quality, it will work, but don't expect any miracles!
