These 2 groups used to be the cash cow for Intel. They have great benefits and higher bonus. Everyone wants to work in these 2. Image how many people just sit there collecting money by doing nothing. Not sure how much layoff they really need to clean up house. But this is on the right direction at least.
 
Intel is famous for being "Management heavy" they have an abundance of bean counters at every level and micromanagers in every corner. There are an abundance of widely available software platforms that easily make a lot of managerial styles completely redundant, and Intel famously adopted many of those styles over the past 20 years.
