Can't access safe mode or windows recovery with csm(Compatibility Support Module) disabled.

So I installed a new graphics card and forgot to uninstall it before I installed the new graphics card. Now I can't seem to access safe mode or windows recovery with csm(Compatibility Support Module) disabled. With it enabled I can access it. Other problem is I want csm off so I can use resizable bar. Before I installed the new graphics card I was able to access safe mode or recovery with csm disabled. Any help would be appreciated.

Found out the issue. It was a firmware update to fix compatibility with certain UEFI SBIOSes on 4080s and 4090s.
