Can Not Get ESXI To add New IP

I am having some issues adding a new IP to my esxi and getting the VM to accept it.

I have an IP for management, and then I add the networking to provisioning network after following tutorials and nothing.

Could someone help me out if I give you your own user creds to the esxi server with the IP information and explain what I am doing wrong after looking at my config? I figured it would be easy if someone just looked instead of me writing out the entire thing. Thanks.

Shouldnt your VM get an IP via DHCP?
I could look, what ESXi version?

can you share a screenshot? blank out any revealing details though

What kind of VM?
Are you having issues adding a second nic? Or reconfiguring. Maybe just me, but the wording was a little confusing.
