I imagine it would come down to if the motherboard has driver support for windows 7. Most modern chipsets don’t have drivers for it and since epyc isn’t even consumer level, I am leaning towards no.
Probably not. On the server side, Epyc only supports Server 2012 and 2016. Windows 10 should be problem because Threadripper works with it, and 2016 uses the same driver model. However, you are almost certainly SOL on Windows 7 or Server 2008 R2 and earlier OSes.

Threadripper 1950х is working under Windows 7 x64. Setup the machine two days ago. No quirks visible.
That's Threadripper, not Epyc. Granted, they are similar, but there are no guarantees you could make Epyc work under Windows 7.

Epyc CPU's can be used in workstaitons. In which case, Windows makes sense.

I would just say run windows 10. Its not like windows 7 is offering anything over just running 10. For a workstation you are going to use a windows pro sku... and I really don't see much difference between 10 and 7 pro these days. You would be crazy to no not run updated software and windows 7 has gotten all the same spyware patches ect. The only difference will end up being windows 10 will be faster and better handle highly threaded stuff which I assume you would want if you dished out for an Epyc powered workstation.
And of course as others have mentioned. The board may well run with windows 7 but the latest drivers are likely 10 only at this point. Of course we all know I was saying run Linux... but hey if you really need a specific Windows workstation software, or your employer is providing you specific windows versions of things like Maya ect. Then ya just bite the bullet and install windows 10 pro.
