As a folowup... Turned SMT off on my 5950X, which allowed me to set a new personal record with my 4090. Basically, if you have a Ryzen 5000 series, go with all core OC, CPPC off, and turn SMT off. These CPU fly that way over PBO and SMT On it seems. All my games so far too show marked...

I unplug mine and remove the card when I clean it out with the compressor, but even so, the card will have long outlived its usefulness before I reach the 20+ limit of the connector.

Nope, never heard it on mine, I'd exchange for sure. My story is somewhere in here, but Asus QC is garbage. It took me till my 3rd monitor to get a good working one. Mine has absolutely no noise, I can barely even hear the fan if the room is dead silent.
